Are clavary the only units that cant attack while they are garrisoned or when you go offensive, are they the only units that cant attack fortresses?

archers too!! but i did use archers or cavalry to attack someone's fortress and i get his resources *freak* . you know why? ye... because the fortress is level 0 hooray

To make it really simple... Who are the soldiers that cant attack a fortress and who are the soldiers that cant attack while in garrison?

Archers and calvaries cannot attack fortresses during fortress seiges.
Swordsmen and spearmen and seige weapons can attack fortresses during fortress seiges.

Archers can attack while in garrison.
Swordsmen, calvaries and spearmen cannot attack while in garrison.

Archers can attack enemy units in garrison, during a fortress seige.
Swordsmen, calvaries and spearmen cannot attack enemy units in garrison, during a fortress seige.

What kind of light units are the best to defend the fortress?

Archers attack during the siege, and all units inside the fortress wil participate once the walls are down.

Does it depend on what units the attacker has, or is archers the best since they shoot back during the whole siege?

Archers are usually best. If you reach a situation in which your other forces inside the fort get to fight it means your wall has been breached, which usually implies a bad tactical position. It's not impossible to win from that point but you shouldn't rely on it. Your defense should be primarily archers unless you specifically know the enemy's composition will give you some advantage if you do otherwise.
