Alliance model Version 4

Is the alliance model already in effect? I haven't played this game for a while,so can anyone tell me if this alliance model already part of the game, it looks very cool and interesting.

would that apply to r4? I am still thinking should I play back this game or not. I gave my r4 account away but I can take it back. So still deciding if I should play this game. I have to say, I just left this game three months and the game became so interesting.

well i play in realm 38 and it has it.
But i do not  know what other realm has it
