Some guy capitulates, then attacks me but i cant attack him

This is just stupid....some cowardly player has just capitulated to me, then pillages me. i can do nothing to stop it. i capitulate to him and it deosnt stop it.

No not at all. i tried to attack him as he was attacking but it wouldnt let me

if he attacks u, and than capitulates, you can't touch him until the capitulation expires

It sucks big time, like hitting someone and then running away and hiding behind your big brother! 

I hope my alliance leader will declare war, i am going to detroy this guy so badly he wont want to play any more

hit and run.. what a damn good idea   
but i think in order to make him don't want to play anymore, you must ask your team member work together, attack him every a few hours..
and pillage every day..
