Ahem.  Okay, I am not usually one to respond with an RTFM, but...  just hover your mouse over the picture of the destroyed Fortress.  C;early says that the Fortress is still defending the province, but nothing else can be built until it is repaired.

Or you could just attack with a bunch of naked Cavalry (as in without other troops not as in "ultra light") and see if they are successful....    *Grin*
