When should you research bureaucracy? At what province or what stage of population?

u always need 4 lvls of buro per prov to make them all work with 100% efficiency. when u have buro 20, no matter how many provs u have, they'll all work with 100% eff.

It all depends on how active you are and what strategy to use.  *Smiley*

on my case, I stopped at level 4, since I am also farming people when not in war. But I start to research it to higher levels when I am already maintaining Tens of Thousands of elite troops...  *Smiley*
