How does Capitulation work

Hi, can you help?

1. If a player capitulates from a player does that mean everybody ask can still attack them?

2. Is it possible to capitulate from move than one person?

3. How do I know if a player has capitulated from me?

I assume you mean the part below??? If not please let me know.

I think this is a bit vague compared to my specific questions .... in particular if I see a white flag against a player does that mean I can't touch them or someone else or is it ambiguous?

Plus if a player can capitulate against all players with very little penalty (they may have no mil points to take away), that means there is nothing to stop the farmer capituating against everyone and building a huge and totally protected economic empire (why bother will wall when a white flag will do infinitely better?)

Perhaps someone else could explan a little more than in the last reply?

A player can use the option to capitulate to defend against another player.
You cannot attack each other while the capitulation is on. (unless you are in alliance war)
If you capitulate from a player, you will lose 10% of your military points.
The capitulation lasts for 168 hours, after that it can be reactivated."
