In the new event 2015 we have right to have more than 1 accounts. can we send attack to our 2-nd, 3-rd or 10 account?

Hello _MARIAN_,

There are no attacks between players during the Qualifiers. You can't attack members from your national team during the Group phase and the Finals. The same rules as in all IO realms will apply in case of illegal battles.
