Spies lost in app after espionage setup on specific workflow

On android, spies just get lost after espionage setup when using the new "all province" shortcut and changing the count for single province.

Example:
Let's have 90 spies trying to spy 5-province empire.
- tap "all province" button, set 14 spies.
- tap "capital" button, set it to maximum; it is 20 but it should be 34.
- after you send spies on mission, 14 spies are lost forever :-o
