Does the builders guild level of the construct officer affect the speed of the building for the alliance?

nope sorry
only the Architecture level of the Builder Officer affects the prices of the Alliance buildings

same principles as with the Science Officer
only the Civil University level is used for all Alliance Researches, not the Academy
