Is there any way (besides attacking it) to see if an enemy colony, with fortress 8, is already indestructible or not?

Only by attacking the colony, can you see if it's already indestructible or not : if you siege is successful, the fort level will decrease by 1 level

Here are a few pointers :
1) to transform a colony into a province, you'll need to build a Fort 8, and then wait 7 days
2) even assuming your opponent has built several levels of Building Guild (to decrease construction time) and uses a Governor with skills to decrease the transformation time, it'll take at least 8-9 days from the time of foundation
3) any successful siege during that period, will reset the transformation to the beginning
