New benefit for Diplomacy Officer

Diplomacy officer is the only officer that has no benefits (bonuses). This is why usually nobody wants to be a Diplomacy Officer.

I suggest a new benefit which will be called "Diplomatic Immunity":

Nobody allowed to attack a Diplomacy officer, unless:

1) there is a war between 2 alliances.

2) this Diplomacy officer attacked you or your teammate at last 48 hours.

If there is no war, or if he didn't attack you first, you can't attack him.
