New to game, not new to these type games

Hi, having probs with this quest.

It asks to keep the tax rate at 2k for 6 hours. 

I cannot slide that cursor at exactly 2k, and, no matter what I do (I even maxed it out), it has no
effect on the 6 hr progress bar.

Is this a bug?  Has anybody else had this prob?

thank you, would like to do it asap, and move on, considering I already accomplished the next quest (upgrade fortress)

you don't have to collect "exactly" 2000 gold per hour through your kingdom's taxation to complete that quest.
what you need is to collect at least 2000 gold per hour (direct taxation + commerce).

there are some components to achieve this :

1) the tax rate is a fixed % for each level (very low, low, medium, high, very high). the higher the level, the more impact on the province's happiness.
but if it's only for 6hrs, you can set it at maximum.

2) the population size. the more villagers employed in ressource production, the more taxes you can collect

3) the fort level impact on the production, including gold revenues

4) Imperial Roads and the research Commerce add an extra revenue to your Kingdom through internal trade
