I play this game many years, but I never understood what does it mean:

Decreases the time necessary for research by 0.5 times per level from the basic time.

I never saw something like this at whole my life and I really don't know how to calculate this.
If you will divide X by 0.5  , you will get 2X. So you don't decrease X but increase it.

maybe if they put it in % would make more sense like 0.05%

As I see it, it should be 0.5% per level.. so twice would be 1% from the total time..

Basic time for research / 1 + 0,5 x University levels

1) You better use brackets "(...)" in your formula
2) Still "Decreases by 0.5 times" is mathematical nonsense. You can't decrease something by less than 1 times.
