1. I meant to say "cities" but I look at these cities as "countries" simply because realistically speaking a city is incapable of creating an empire, whereas if you had a country, that has the large amounts of resources to fiance its wars, and etc. Cities are unable to do such a thing, in a way, its like saying New York city can create its empire and such when thats impossible. They're "homeless population" homelessness is caused by having not enough houses no?
2. The benefit of "killing the remaining soldiers" is making the aggressor feel like he has the power to decide, that is how empires work, anciently kings would give the remaining soldiers the option to join there army or die. That is, in fact, how Rome did it. And even IF the soldiers were killed, you'll still have the occupation. The benefit of occupying a "city" is having a sense that you militarily conquered someone and they're under your military rule . The more occupations you occupy, the more sense of "power" you feel, sorta like the facebook game "Sparta" sorta just like that, except you're not gaining any resources but only military soldiers, the more nations you took over, the quicker you're to be noticed by other strong people an thus creating a competition of power.
3. It's just my way trying to balance this suggestion. Of course, its only reasonable to assume that if they die then some of your soldiers are killed as well. The soldiers that are killed(that are not originally yours) would be given back to the rightful owner and it will stay there to help in the revolt or revolution.
4. By definition, someone whose near your Empire, someone you can see, its like Germany and Denmark, England and Scotland, etc.
5. Ah, thank you for that . You will indeed be required to research a certain technology to be able to occupy. Of course, this research will not be something that can easily be researched, it'll be quite expensive.
