espionage problem

2 provinces in my exclusive zone will not let me spy them, it says espionage against other players is disallowed, I can spy other independents, one in my exclusive zone and several outside, the two that won't let me are 2 that I had as vassals and released, is it something to do with that?

Could you send me the coordinates of the independent city outside of your exclusive zone?

LordStDenis, UK team world cup, 1217/82 co ords for the indie outsude exc zone, will be some more to follow as it seems to be released vassals and I am currently changing mine up for better ones, but I want to spy the ex vassals so I can see when they are refilled with loot when I farm them
