it was nice having the extension to the number of annexed provinces, but changing the great ppl so they can be a gov or a def gen and not both has kinda taken away the point of having more provinces
but then I've studied history an seen 50 yrs of it myself so I shouldn't be surprised at yet another example of human stupidity

Well can you have one person be the governor AND general of a single province at the same time? Because yes, it's impossible to perform both functions in two different provinces, but if the person is just in the one place, then why couldn't they do both?
