Since 200 points is the cutoff for attacks anyway, and an overwhelming majority of players under 200 points who quit will never come back anyway, and even if they did they could get their progress back in an hour, I hereby suggest that inactive players under 200 points (or some suitable number) be converted into Independent Cities. As the developers have elected to promote competition by placing Independent Cities across the map so that players will war over them, would it not incite still more competition to have Independent Cities layered so thickly on the map? Of course, one problem is that, with so many cities, every active player would be able to control vassals up to his Vassal Logistics/Centralization limit, without being challenged. A solution to that issue is to increase the number of vassals controllable per level of Vassal Logistics/Centralization, and decrease the benefit gained from controlling a vassal. Another solution is to limit the number of Independent Cities somehow, perhaps by defining that one cannot appear within (x) IMs of an already-existing one (although the <200 point inactive empire should disappear anyway) or that, in a certain amount of area, only (x) Independent Cities can exist.
Alternately, delete inactive empires beneath 200 (or suitable) points outright, because it feels like a <rude gesture> in your face to see the open, full treasure chest and the destroyed fort icon on the map, only to discover that it's really just an inactive player nobody can even attack anyway.
