Honor loss not applying?

It seems the honor loss for attacking players beneath your 2x is not applying. I can post a battle report if you like, but it is rather annoying getting whomped by players 2-5x larger than you. Especially since they aren't gaining anything.... at all. Not even military points. But aren't losing anything either. It's rather difficult to grow under these conditions, and it could be a reason people are quitting. Just thought I'd let you know.

As a side note, can anyone tell me the numerical effect the fortress vault has? I can't find it anywhere.

Honor penalty for attacking out of range, is taken right after the attack has been sent, so it is never shown in the battle report but Honor is always subtracted even if the attack is recalled.
They don't win any military points, a successful attack out of range x2, does not bring the attacker with bigger amount of net points any military points.

The basic capacity of the Fortress Vault is 8000. Every following level increases the number of preserved resources by 10% compared with the previous level.
