Beside present system, check my suggest plz.

Increase the rate of Espionage: Easy spy at higher fortress than a low level fortress. Imagine it, very easy to come in the big town for spy, but at the small town with low people it will be hard, cuz everyone will detect the strangers very easy than the big town.

Can be check the victim is Online or Offline.
