There isn't a problem, try to change the Distance and Level of difficulty of the independent cities and you will see them, for instance, try to search for independent cities level 2 at 201-300. The easier levels of independent cities are available only in the exclusive zones of the player's and they will be available for others if a user hasn’t entered his account for more than 2 weeks and he has only one province (the capital).
