EMPEROR BUG?

Hi all, can anybody help me?
Yesterday died my old emperor, so has been assigned a new with 8 level governor's level, and 20 general's lvl. Now with governor's and general's experance something is wrong:

Governors' expierence
Current level expierence 8
Current expierence 370
Expierence for level 9 2216

Generals' expierence
Current level expierence 20
Current expierence 19405
Expierence for level 21 8180

Why current governors exp become only 370 and why General's - 19405???

This happens because the experience points required for reaching the Governors' and Generals' experience levels are different for the Emperors and Great people. When a Great man becomes an Emperor, the calculation of the experience will change. When the Emperor reaches the next level of experience, the points will appear accordingly to the level.

I have encountered something curious at the death of my first Emperor and the ascension of his heir to the throne ...
 
The new Emperor had a slew of Governor's levels to select - and I did so ...
 
Some days later (a few minutes ago), I saw that the new Emperor had a Governor's level to select, and I went to do so, selected the upgrade - and noticed that the General's flag is solid orange-red with no grey visible ... hovering the cursos over the flag shows

This seems like a continuation of the same bug, possibly after a fix has been applied ... and, of course, if a fix has not been applied, then it *is* the same bug - and *requires* a fix ...
 
I am Alastric in  v6 161 (I think that should help to identify the specific world in which I am playing ...
 
If there is anything else I can answer to help resolve this, please ask ... I recently retired from decades as a Mainframe Systems Programmer working on the operating system software of large IBM mainframes ... and I enjoy finding bugs and helping resolve them ...
