Waiting times for Alliance War in Blitz reduced

Starting next week, in all Blitz Realms when a war is declared between two Alliances - the mandatory waiting time before the war begins will become 4 hours (as opposed to the currents 8 hours). Be warned, and be prepared, so your enemies don't take you by surprise!
