When the Happiness drops below 50, there is a chance, increasing progressively by 2% with every Happiness point, for a riot. The riot leads to tax exacting block until Happiness is increased again.
When the Happiness drops below 20, there is a chance, increasing progressively by 2% with every Happiness point for a rebellion. The rebellion leads to a production suspension, no recruitment and no constructions until Happiness is increased again.
This is the place where you can postpone the start of riots and rebellions and avoid locking of the holding for a limited time.
