how can i start a new char in new realm with same account ? (change world or server ?)

Unless you are able to register through the game, the only other way to do so is by making use of a registration link.

If you want to play in a realm in which a friend of yours is playing, then he/she can give you a registration link. If you don't know anyone in the realm, you can ask it here on the forum and we'll try to provide you with a registration link.
