Sorry for the late reply. The change you are talking about has actually been announced in the in-game News, here it is:
Visual changes

Due to a large number of player requests a visual change is going to be implemented - the location of all buildings in the village is going to be pre-arranged. Every building will have a fixed position similar to the arrangement in v5. The option to move buildings and decorations is going to be removed. The change is visual only - no buildings` levels will be lost, nor will their functionality be altered. All players will be additionally notified about the exact date of the change.
