Relocate Homeless population

I think that it will be good if we will have an option to move Homeless population to other province, where we have a room for it. What do you say, guys?

could make troops and abandon in the province you want to move them to in the meantime...

A province has its own population, houses and eventually homeless population, this will not change. Homeless population can be moved bu recruiting from one province and disbanding to another.
