When using the Optimal Income button, the game assigns workers to the resource with the highest percent modifier; for example, if wood is shown as +20%, and the other resources are at +10%, all the free population will go to wood first, and then evenly go to the other two when wood is full.
My question is, what exactly determines those modifiers? For example, I have a province with regular efficiency 85%, a governor with Bureaucrat lvl 3, and a level 7 fortress. The governor's skill raises the efficiency to 100%, and the fortress should be providing a 70% production bonus, yet two of the resources produced in that province only show a +61% percent modifier. Can someone explain please?

each province has a terrain ....... neutral ....... mountains with forest .......... hills ........... so on,,,,,,,,,,, and every type of terrain also gives a bonus to a particular type of production it is also one of the factors that influence the bonus

One bonus is from the terrain of the province, the other is bonus from the random modificator for the terrain.

My question is, what exactly determines those modifiers? For example, I have a province with regular efficiency 85%, a governor with Bureaucrat lvl 3, and a level 7 fortress. The bonuses for production of resources are affected by the terrain of the province, skills of the governor, fortress level and efficiency of the province.
