annexed terrain/Imperial routes

I have taken 3 of the 4 NPCs in my exclusive Zone, the 4th one though has no side adjacent to capital or the other 3 provinces, if I take it next will I be able to build Imperial routes or not? Will I have to annex a terrain 1st in order to link it with other province? I am guessing this may be the case, can you confirm for me please?

Imperial routes zan be built in all annexed provinces. But, the terrain/NPC has to share border with an already annexed province in order to be annexe, so you will have to annex the terrain first.

thanks for confirmation, I guessed it was so, didn't reckon just touching corner was enough
