All non-Capital Fortresses reduced by 1 level

I can't think of any way to prove this is happening, but I am certain my Fortresses in all non-Capital provinces have been reduced by 1 level. I was quite proud of the fact that I had built a Lvl 9 Fortress in my Capital, and then after I completed Centralization 18 and had annexed all 19 Provinces, I had set about upgrading every other Fortress to Lvl 8. I remember being extremely proud of the accomplishment once I had ordered construction on the final one.

Now we've just been through 2 huge wars where all of my provinces were destroyed for at least a month straight, so I had no garrisons, no armies, and no interest in repairing the Forts only to have them destroyed again. I haven't really paid much attention to them until the new rules changes went into effect. Now I'm able to defend myself again from the constant farming, so I did repair and train a garrison. That's when I noticed that the Fortresses in every Province except #4 had been reduced from Lvl 8 to Lvl 7.

Is this a known bug, and if so, what can be done to fix it? Is there some other method, through intended game mechanics, that would have resulted in my Fortress level being reduced that I'm not aware of? I would ideally like to have them all restored to Lvl 8 Fortresses if possible. If that's not able to happen, the next best option would be to have the resources needed to contruct 18x Lvl 8 Fortresses gifted to me so I may begin construction on them and wait the allotted time for them to complete. If this too is not possible, then just some explaination of what may have happened and why, would be at least mildly comforting. Thank you for your time in this matter.
