You have everything you need to create a rally point. The castles need to be conquered, you can't create one.

An Alliance Rally Point can be founded by the leader or the first officer with double click on whichever spot on the Global map if it is not a spot occupied by an empire or a spot destined for a colony (hills, forest or a special resource terrain).

So, do we need to search the global map for an existing Alliance Castle?

It works like in v5. You have to gather alliance army in the rally points and than if you decide you can conquer alliance castle. There are 9 castles on the global map and they can be found on the global map via the filters for Alliance castles in the Alliance tab.
