Your question: You have built Fortress 3, but you can see only Fortress level 2. Is that correct?

You have Fortress 3, you can check again in command center, throne hall or town hall. Refresh the page more often.

exact....nu mi se schimba imaginea...am tot dat refresh...dar acelasi lucru...imi arata ca am fortareata 3 cercetata...dar tot 100 locuri ca in fortareata 2

No, I see here that the Garrison Limit is 200 now. You have 100 empty places inside the Fortress so you can move units there, open the Command Center and use the button Move into Fortress.
If that isn't the problem, send a screenshot of what you see.
