I can not build a level 9 fort

I can not build! Level 8 fort capacity: 46 million stone----->Level 9 fort necessary 61,1 million stone! I do not understand! Please help! Thanks!!!!!

When the resource capacity of the province for one kind of resource is reached, it only stops the production of that resource in the current province, but you can still keep bigger amounts of that resource than the province capacity. In your case, you can collect stone in the province where you intend to build fortress level 9, even though the capacity is reached. If you don't like concentrating stone in one province, you can keep big enough amounts in another or more of your provinces and you can transfer all the stone in one when you reach the needed amount.
