no spy seen but captured 14

No spy is seen in (Counter espionage (V-4) Realm 73 ) but when click capture all spies 14 -16 spied captured , I never experience this before , If there is more than 2 level difference of border and spy, you can not see who is spying but see - unknown province spied  with spy level . Here we see nothing . Is large difference of spy and border can cause this?
