Rally point

Hi all,
i have couple of questions about rally points:

1-the fortress in rally point could be destroyed?and what does it mean exactly loosing 1 level of fortress after each attack?it cannot be rebuild after each attack?

2-in case fortress in rally point is attacked what will happen to the alliance ressources?they can be looted the same as for individual empires?

1. You can rebuild, but if enemy destroyes it to 0, rally point is destroyed.
2. Nope, alliance resources cant be looted.
