well, it says I can decalre only 1 war per 12 hour, but it really takes more than 12 hours to declare new war

You also have to add the time to activate it.

catapracts are better than paladins. after 1 000 000 versus 1 000 000 units they defeat paladins, and cost and train cheaper and faster
