Second circle efficency

I have 5 provinces 100% (bureaucracy 8). I annexed my first second circle province. Efficiency there is 70%. I thought it should be 80%... Am I wrong?

1st circle (provs 2-5)
Bureaucracy modifier – 0, i.e. province efficiency is not influenced in a negative way by its location.

2nd circle (provs 6-13)
Bureaucracy modifier – minus 0,2, i.e. the province efficiency in the second circle is 20% less...

3rd circle (provs 14-19)
Bureaucracy modifier – minus 0,4, i.e. the province efficiency in the third circle is 40% less...

So 70% efficiency is correct 100-30 = 70% --->
5th annex -50 -20 (2nd circle penalty) = -70 +your 40 (bureau lvl8) = -30

You just need more bureacrats in your empire 
Wait till you get to 3rd circle, then it gets tuff

20% less than the first circle... remember you already annex your 5th province, and each annex is 10% less. So without bureaucracy you get :
1st -10%, 2nd -20%, 3rd -30%, 4th -40% (first circle)
5th -50(-20) = -70%, 6th -60(-20) = -80% etc.
3rd circle 'penalty' is -40% accordingly, so just make more bureaucracy if you want 100% efficiency... it gets very expensive soon, but you're to decide what to do about it
