providence 1 should be neutral but the hit points for fortress are being calculated as if it is a forest providence and has 20% penalty.

if you need the math to see the bug i'll provide it, but sure you guys are better at it then me.

I see it in colonies also, and figure it is one bug or another affecting neutral prov's.

not worried about like another in my alliance.  

http://prntscr.com/9agpg yeah it is in battles also that the hp for fortress is calculated wrong also, not just on the deployment tab.
