Okay, so I colonized a province and then it showed 100% efficiency when it should've been 85% (I researched Bureaucracy 1 before I colonized my 2nd province).  The next day, it showed 85%.

Now, I just researched Bureaucracy 2, and it still shows 85% efficiency at my 2nd province.  I'm betting it will be 90% the next day.  Is this a bug or a game design?

A bug. You need to log out and relog in to make the bureaucracy work.
