I got lvl 13 beaureaucracy about one to two days ago but my 8th province still 60% efficiency.

For your information, I just ordered beureaucracy lvl 14 but still producing at lvl 12.

admins: are you doing something about it, I have beureaucracy lvl 13 two days already but still producing at lvl 12.
