Well, I have my 5th province in realm 23 but its efficiency is 70% and my burocracy level is 8 and it should be 90% of efficiency, whats going on? D:

I hope that this is solven soon.

Second circle provinces have additional -20 on efficiency. You can read all those info in How to play >> Economy.
