Time until battle begins...

When sameone attacking province from big distance, for example it takes 3hours to get to the target. When enemy will see my aproaching army when it's going to be left 1h ? then he will get that warning of enemy moving on his province? i know that 40min is gived to both sides for preparation of battle...
