Happiness in new Annex

Hi,

In version 5 of the game, I just colonized my new annex. It has a maximum happiness level of 104 - this makes my overall average happiness lower (my capital is 120).

Is their any way to increase the maximum level of happiness for an annex? I searched the forum but could not find an answer.

For example, will building a fortress or temple increase the maximum happiness possible?
