population growth percentage

i have the 2nd level of medicine, but the population growth percentage in the province reports menu is not increasing it's still -20% in moutainous terrain. Although the number is not showing, the population is growing at a normal rate, so im not sure if the problem is with the numbers only, or with the whole population growth thing, can you guys plz check it..

It's not a problem. What you see there is province type characteristics. To see your population growth rate, do to Reports/Empire. You can check that number by applying the formula (is somewhere in manual or FAQ) but it is right, trust me
