2 Pillages in 3 days?

I've been pillaged 2 times same province in 3 days - first before war by one player, next atfer war announcment by another player. So, at war 168h rule of same provinces can't beeing pillaged not aplly???

   and watch out for the next pillage after 84 hours....  that makes 3 pillages... time to research for medicine and build granaries...    damn my provinces has been burning for the past 4 weeks and im not even sure if I had been pillaged after 72 hours..
