they count but you need to choose time carefully when you would build the army. I don't know when server does calculation so if you build army at that exact moment your happiness would affect server decision.
But one more time. average happiness is what counts. AVERAGE is determining if you are getting or losing happiness.
How many provinces you have???

now u can loose workers even if u have the maximum happiness u can have if u have more than 1 province and u get compared to someone with only 1 province since guy with 1 province is only dividing his overall happiness total by 1 and ures is divided by 2 if u have 2 provinces or 3 if u have 3provinces. so u can not have an overall happiness of 120 unless u only have 1 province

It`s not calculated like that The average also depends on population. 1st province population x 1st province Happiness + 2nd province population x 2nd province Happiness (etc., if there are more provinces) / whole Empire's population = Empire's average Happiness level |
