Do they shoot when garisoned during fortress siege ?

cavalery archers yes ..but spearmens dont think so

javelins shoot their spears as i know.

well at this stage in the game u dont have more than 200 spears which mean they never get upon fortress siege and they usually dont shoot because they dont have any guns...they have just long stick of wood and throw themselfs in front of horses ))

I said when garrisoned do they use their range attack ability or just wait untill the fortres goes down.

Yes, they don't, they are field units.
