Purpose: prevent some dishonest farmer players to capitulate from all near enemies. It's military game, so there must be possibility to attack every enemy at least 1 time.

Capitulation only if there was an attack recently

u got smt about 8 640 hours during the era to kill ur enemy...1 Capitulation per person in 168 hours...its not so much as it look...if in start era u can recover ur army in 84-168 hours..then in the middle and late era do it is almost impossible...

I don't think that someone need to get into an attack and than would have to understand that this is enemy ... a spy  is enough to understand that it is configured Еnemy .. This is strategy  scratch  *hihi*

In real life only strongest survive (at least in early medieval). If enemy was having way to destroy your army and rob you, nothing was preventing him to do so.
Real military game shall not be a kindergarten with regularly replaced nappies.

well some thinks here far from reality  *pardon* any way u can capitulate to one player....so find some one who will help u or enemy of your enemy and make party....

Real life is reason why capitulation exists  *pardon* .That one no lifer cant prevent u from playing .Because  there is  always some freak that plays 16 hours per day ..  *freak* .Especially if freak is spawned 200 distance from u.Its a game ,not a life substitute .

In history, any country could capitulate, but there was a levy or tribute expected in return.  It would be nice to get 1% of capitulator's production for leaving them alone for 1 week.  I guess this is prone to cheat as friends could capitulate to 1 player to make him super strong, but it would be nice.
Perhaps army costs could be set at double upkeep as a fine to players who capitulate.  Another way to combat this issue is to make attacking impossible for capitulating players - so no goldmining for 48 hours and up etc.  I think the freaks are going to get upset if they get no benefit from scaring the shorts off of someone.  Perhaps a personalized icon of a scardy cat could be added to the playerslist as well as the white flag.  I have seen the posts, apparently the freaks like cats!

You are right about surviving, but totally wrong about "strong" definition  *freak*
