If the stated evidence for a "multi-account" is coordinated attacks then of course the admins should do nothing. It would be nice if a lot more players finally learned to play the alliance war game.

A list of arrival times actually suggests the opposite.  You have two people hitting the same farm.  One of them will get nothing and will be pissed.  I message allies where my army is going in order to avoid such a blunder.

The only way the posted list could suggest coordination is if an early hit cleared the province and the second hit would have failed without the first.  Both attackers hit early and then a second time around 40 minutes later. My first guess is that the later hits had siege engines.  Of course without battle reports and province numbers it is pure speculation.

Well, thank you for your invisible answer! (I mean to the topic started by me yesterday...)

I have found an answer myself! In one hour time from now, I will splattered 4 little multi-attacks on a Marshal of Babysitter account, I will lose the war, and I will report the situation to support@imperiaonline.org. I hope the situation will be enough SAD to allow the IO manager to ban those accounts ... ... ... if someone are wondering how I can be sure about babysitting, well, there is a guy, a smart guy, is checking THREE ACCOUNTS of the same alliance every 50 minutes because they have 2 active wars and the received several multi-attacks in the last three days - and one of this war will be over in less than 4 hours, dirty cheater!!!
I will present to the managers this situation: I suspect a 'player' to have won TWO WARS and got PRETTY GOOD WAR INCOME by several hours of hard babysitting!!! ...if they don't ban him, it will mean the rules is changed in Realm1 and babysitting and multi-accounting is now allowed!!!

babysitting is allowed... of course no one write it in public but... i know many accounts that are babysitted, they were reported, players said that they have their accounts babysitted and they are not banned... They ban people for saying "you are weak guy" but for serious crimes they don't...
