Can't attack others....:Oo

i have problem with attacking... when i set my army and click to attack(pillage button or fortress siege or third one) there is a message that irritate me :
"2227 soldiers are required to perform successful Pillaging on this province."

there also was message that i need 1000 soldiers to attack some1, so i gathered them and now i have 1300+ and i still can't attack..

pls tell me what's wrong???

for pillage u need atleast 11% army of the total population (pop of the player u attackin)...
prolly the guy u attacking has around 21k population , so u need around 2.3k army to pillage...
