I've another question,  what level of  Military Academy can I create  a  general? My neighbors  within  2x  are  probably massing  troops to attack me. i just want  to  prepare  a  good defense.

You don't directly create a general.

You just need one level per 1 simultaneous attacks.
(So, for example, if you have level 3 then you can send 3 attacks at the same time)

You don't need military academy for defense but you'll still need it to train army.
1 level will give you 1 training group per unit type when you train army.
